It is not pure chocolate. The outside wafers are chocolate flavoured and most definitely contain some sort of chocolate material, probably cocoa powder. The best way to find out exactly what is inside them is to go to your local grocery store, pick up a bag of Oreos and examine the ingredients.

Yes it is. Unless it's an Uh-Oh Oreo, then it's vanilla and the inside is chocolate.
