it has new battery ,plugs wires,air filter,it has gas in it ,it sound like it's not getting air

First, open the fuel filler cap and listen to the filler neck very caefully while someone else turns the key to on but not start. You should hear the fuel pump inside the tank run for 2 seconds to prime the system. if it sounds sick or none at all, then you most likely need a pump.
Then:
Take the engine cover off and find the fuel pressure regulator. Drivers side on engine toward the front of the car on top. Small cylindrical device connected to the fuel rail with a small vacuum line on the top. Gently take the vacuum line off and see if there is gas in the line or leaking from the nipple on the regulator, if so then the regulator is bad and needs to be replaced.

You first need to determine what system is not functioning.ok does it have spark ,fuel pressure,if ok then is exhaust restricted? One simple method to determine if its firing would be to spray carb cleaner in t-body to see if it fires off and runs a few seconds.if it does not run then the crank sensor might be at fault

there is a crank sensor or the engine that is your problem go to local auto parts store and buy it.goood luck
