This is truly amazing that Rosnbloom and Loughran never fought! Maxie fought from 23-39 while Loughran fought from19-37 and both were lgt heavy's. Rosenbloom won the title in 1930 and held it until 1934 while Loughran won the title in 1927 and held it until 1929 when he moved up to fight the heavyweights and as a successor to the title held vacant since the retirement of Gene Tunney. There is a serious time frame from 1923- 28 where they could have met. Maxie had 299 career bouts and Loughran had 172 career bout so it's truly amazing they never met in the ring. Good question.

They did, just not in the ring. Loughran and Maxie met in a classic Irish bar room discussion. Loughran broke both his own hand and and Max's jaw during the spat. That ended any hope of cordial business between the two. Or so the legend claims.
