He must be either nervous or don't want to be with you, if he don't want to kiss you (even when your alone)! Maybe he's not ready to kiss or doesn't know how to start it out. If you've been with him for over a month and he doesn't seem to want to kiss you, drop him. If it's been only a few days/weeks...give him some time, don't rush it because kissing can lead to anything!

make sure you wear lipgloss while you're hanging out, and subtly bite or lick your lips every once and a while. he's definitely thinking about it by now. at the end of the night, hug him, and as you're pulling away, only pull away halfway, and level your face with his. look into his eyes and say "I had a lot of fun tonight" or something. give him a second, if he doesnt go for a kiss, then step back, no harm done. if he does, then jackpot!

My boyfriend took a long time to kiss me, but he's super super shy. But he was adamant about making the first move. For a while I brought it up occasionally. If you're really comfortable with him, then talk to him. My boyfriend and I are very close friends, I know that sounds cliche, but we can talk about most things. I think if you guys truly care for each other, you should be able to talk about something like that without him holding it against you or whatever. I dunno, maybe that won't work for you, but it worked for me.

Ask him to walk you home and then before you go inside give him a hug and then pull back but stay close enough that you can look deep in his eyes and hopefully he'll kiss you...o yea and make sure no one's looking

You can't pick where it happens. Just let it happen on its own. Give him hints, by bringing your face close to his and brush your lips over his chin and cheeks, before just brushing them around his lips. He will (or should) get the point. Just let it happen naturally, and where.
