No, they can't. Authorization doesn't need to be in writing, but somehow they have to have received the OK to do so.

You can attempt to sue them under the Fair Credit Reporting act, if you feel it's serious enough to do so.

they can but not legally.so if anybody has done this to you it is important for you to do something about it. i would talk to a lawyer and push for a grievence and invasion of privacy suit.because your a human being and you have rights as an american so therefore they also need to stop invading you like your an alien
