If it was a guy trying to pick you up, then he was surprised you are just past jail bait age.
If it was an older woman, she is either commenting on your grown up behavior, or she thinks you dress like a much older woman.

You look much older than you really are, if you are ages 11-25yrs old thats a good thing after that you would want to hear you look much younger than you really are anyway, I think it is a compliment.
