i go to NYC in the night after 6 pm and have to stop by till 2,3 hours,and i heard the parking meters need not be fed after 6,7 pm as they are all free after that.Is it true?And what if the parking meter is on the street?

Nobody can give you a blanket answer but:

You'd best read those signs. In the out boroughs the meters usually stop being in effect after 7PM, but, there could be street cleaning rules etc.

Also be aware some place in Manhattan have the Muni Meter system where you have to walk to the middle of the block, pay at a central machine and come back to the car and stick the ticket in your window where the meter maid can read it.

It's what the posted signs say. You pay the meter until the posted time. After that time elapses, parking near a meter or in one of those muni-meter zones are free until the regulations take place again in the morning.
