DOL-Department of Labor has already trying to remove the option of pursuing substitution in the name of cracking down fraud. There is a pending legistation which is supposed to take effect sometime in April '07.

Thats still up in the air. But thats a difficult Q to be answered on Yahoo! answers. AFAIK, you can still do it but as you observed USCIS is considering those applications more seriously to avoid any fraud. Beware of the person offering this to you and do not give any money as it is unlawful. Also check whether the PD for that category is current or not. If thats not the case there is no point in taking that. You can get better answers on immigrationvoice.org, immigration.com, murthy.com etc

well no i don't think they should get one unless there dominican :) but i don't think they should get it becuase wouldn't the mother want her child to visit were she was born so i think that she should wait until they give her the papers
