Yes it is possible for these 2 to breed. There have been reports of nanday/blue crown hybrids. nanday is hybrid from a nanjen and sun conure. So if a hybrid from sun conure can breed with a blue crown then it is possible for a blue crown and a sun conure to breed together. should you allow or attempt this combination? Of course not.

it may look like they are trying to but any egg that may or may not come out will not be fertile.
they are too far apart species wise to mate. macaws can inter breed (thants how you get catalina and harlequin macaws) but ive never ever heard of a blue sun conure, lol
it'd be pretty i bet. but it wont happen so dont worry about it
