Generally, the line for child abuse is drawn with regard to the amount of physical and/or emotional damage done to the child, so using a belt may or may not qualify depending on the severity and frequency.
Laws vary by state/province, so what is legal in one jurisdiction may be prohibited somewhere else. Check your local listings.

This is becoming a very controversial subject. I spanked my 2 kids, not using anger, and they turned out great. There are no laws, yet, that spanking can be a felony. California has tried, but it hasn't passed any laws yet. We already have abuse laws and if a person uses spanking as a way to hurt that falls under abuse. I will still stand by an old fashioned spanking is OK.

Plain old spanking doesn't hurt anyone. Sometimes it is needed to get the kid's attention.
A belt is going overboard! I don't think it's a felony. Government should stay out of raising a child.

Spank EM'!! I don't listen to any one but myself on the bases of hitting my child! I never draw blood! That is too far! I tried to talk and do the corner stuff but in the end a good old whopping is good! and for that mark stuff I am very light skin when it comes to red marks. u could press my skin and I turn red but if u turn that child purple then u need to rethink the spanking thing!

No. You are allowed to discipline children if you don't cause any serious or permanent harm to the child. Spanking is certainly allowed under this. With a belt, you are getting close to a crime. Just make sure you don't cause bleeding or lasting bruises.

Depends on where you live. Any acts of Violence to Children only reinforces the idea that Violence is Acceptable. Personally, I do not believe children should be spanked. There are plenty of alternatives to physical punishment. Time-outs and restriction of recreation work the best. But the parent must have the patience to wait the child out. Be the stronger one. (not the biggest one)
Thanks. I was beaten as a child and suffered many physical and emotional wounds. I am blind in my left eye because of my Father. Talk to them, they will listen.......eventually.

In NYS one can punish a child through spanking in any means they wish as long as it does not leave marks (red marks or bruises) or draw blood.
However, just because it is legal doesn't mean it is the best method to discipline a child.

This idea of gathering input in order to raise a child...My parents raised my fine without some global consensus--and certainly without laws guiding their every move.
Laws are for criminals. Good parents don't need them. The idea that such a law would help out children with bad parents is crazy. It would only give good parents another reason to fear hack lawyers.
