Heavy Cream is usually 18 % fat and Heavy Whipping cream is double at about 36 % (whole milk is 4 % so if you mix whipping an milk you get ablut the same as heavy cream).

Heavy is more fatty but they taste pretty much the same and you can use one to replace the other.
