for Christmas, my parents got me a cookbook called "How To Boil Water" and it's from the food network people. it's AMAZING! it teaches you all of the basic things and has a ton of good, easy recipes!

The Joy of Cooking is the most informative cookbook (WAY more than recipes) for chefs of all ages. You could read it in lieu of culinary school, I believe :)
However, it might be a bit more complicated than your friend would like. Someone else recommended the Better Homes and Garden's cookbook. I agree, it is a great "starter" book for chefs. I would accompany that book with a good set of stainless mixing bowls and some wooden spoons, or maybe a gift cert to a grocery store.

Buy her a classic cookbook. Like Julia Childs or a collection like better homes. If she watches food channel most all famous chefs have a book so figure out her favorite

Get her Culinary Recipes by Johnson & Wales University of Culinary Arts. ISBN-10: 1890724025
This is the textbook for culinary arts students at the worlds largest and most renowned culinary arts institutes.
Age appropriate? if she's going to be 16, then she could be learning there in a couple years anyhow. This book teaches methods as well as classic recipes. Methods are actually more important to her than recipes at her level.

I received this book as a gift a few years ago and I loved it. It's filled with gorgeous pictures and a bunch of delicious recipes. You can get it on Amazon for less than $15 plus shipping. If you'd like, you can also include some ingredients listed in a recipe or a few tools for baking tools to create a very nice gift.
The recipes are not very difficult, and they range in the amount of time they require to make. There are a bunch of baking techniques she can learn from and of course the end result of her hard work will be a delicious snack :)
