Go ahead and ask her out, you two just might have a good time. Before she moves you can ask if you two can remain in contact. You are most likely depressed because you feel you will miss her. Keep in touch with her. Best of luck to you!

Depends on the distance of how far she is moving away to. It also depends on whether or not you two will even be able to see each other. But you might regret it if she leaves and you never saw what could have been.
