Washington is a special district that is not part of a state. It is located on land that was originally part of Maryland (a bit of land on the other side of the Potomac was originally part of DC but it was eventually returned to VA.) Note that DC is its own separate entity and is not loaned from MD.

washington DC is not within a state. It's by maryland and Virginia, both states donated land so that it would be it's own stand alone district
