Well, first you need a kennel of dogs. In Illinois if you have 5 or more female dogs that you breed then you need a kennel license.

To be an official dog breeder you would need to have 2 registered dogs of the same breed but one would have to be male and the other female.

If you mean a state licensed breeding kennel (IE puppy mill)- in most states you need a separate building for your dogs with specifications on ventilation, lighting, pen size - turn out areas graveled or concreted- a separate area for moms with pups..... It'll cost THOUSANDS.
If you mean a hobby breeder - it depends on the sate again but many require you to show and limit numbers.....
