Maybe Walmart, but I'd try a health food store. They have a better selection that is usually more potent than the kind that sits on a shelf for weeks or months.

You can find Ginseng capsules in the health food section of just about any store. At Safeway or Walmart, they would be in the supplement/vitamin section.
When buying ginseng, be sure to look for natural products with no fillers or additives. Liquid ginseng or Panax ginseng is usually the better.
In order to feel the benefits of any supplement you will need to take it faithfully for several weeks. But, be careful, anyone can develop an allergy to any herb.

You can but if you have any Chinese friends, ask them for their recommendations. They might have a favourite Chinese medical hall they frequent to. Or better yet, their mums could brew the ginseng for you (:
