how do i get my browser to fully open windows?

If you are talking about popups that cannot be resized: 1) right click in the browser and click properties. 2) copy the URL in the properties menu (ctrl+c). 3) Paste (ctrl+v) into the URL bar of the new browser window.

If the website developer set up a javascript link that specifies the size of the window, you cannot resize the window that was initially opened.
