Use Word Art or a fancy font to type a name for your newspaper. Insert a logo or piece of Clip Art. Format the Wrapping of the Clip Art as 'Through' and you will be able to place it where you want it more easily.
Turn on the Drawing toolbar and use the Line tool to draw a line under the heading, use the Line Style button to choose the type of line.
Put the date, edition number and any other information you want to appear under the line in a fairly small font.

Press Return a couple of times and from the Insert menu, choose Break, under Section Break Types choose - Continuous.
From the Format menu choose Columns and choose how many columns you want, three should be enough. Your text will now appear in columns.
Use different size fonts for your story headings and center align them, use Justified for the story text.
Insert pictures or Clip Art where you need them. Insert a Text Box under the pictures to comment on them, using a smaller font than used in the body text.

Might I suggest possibly setting it up like a HTML document? Just use "Table" on the "Insert" menu I believe. You just have to play around with it and modify number of columns/rows to put everything where you want it.
