The president has supreme power during wartime. The Secretary of State has the power to negotiate with foreign countries. The Chief Justice of the Supreme Court has the authority to dictate what cases will be accepted for review or not.

The supreme law of the land lays in the hands of the Supreme court. The top member of this court would be the Chief Justice which is currently John Roberts.
