I understand you can do this through direct commissioning. I have started the process, but it seems fairly long. Would it be possible to enlist first and then sign up for OCS, or does that require a long bureacratic process as well. If I did enlist and then signed up for OCS, how long would that take?

Years versus months. Just wait out the process and join as an officer. Your situation is not unique even though you may think it is just you waiting for things to happen; Go get a job to tide you over and I think once you're in you will be happy with your choice. If you enlist and then try to switch you will get locked up in the requirements that you need to serve so much time prior to applying and a bunch of BS from the disgruntled enlisted people you will work for that won't help you achieve your goal. Been there done that. Good luck.

Better to do direct commissioning, What if something keeps you from being an officer? security clearance, personal reliability profile, the need for that type of officer for example command as opposed to nursing.
And remember you can't swear in as an officer and be enlisted at the same time.
It will take a year and unless you want to be a reservist, you have to wait.

Most people have to get accepted into the US NAval Acad to become officers in the NAVY. However, with your college, you may be able to get a comm if you know the right people and go through the right steps, But none of what you do will get you out of going through OSC. If you join the regular Navy and apply for OCS, there are a lot of boards you have to go through and pass, to get accepted into OCS.

Longer, because you would have to have 3 years in. Just go through the long drawn out process before you go in. It will be worth it in the long run.
