If it's a wheel mouse, open the bottom and drop the ball out. Clean off the buildup on the 2 rods inside, and replace the ball.

If it's optical mouse, make sure the lens is clean and that there is a pattern on your mouse area that it can read. Smooth all one color is bad..textured and designs are good

There are a couple kinds of mice:

Ball: On a ball mouse, you turn it over and around the ball there will be a ring that holds it in. Turn the ring to unlock it, then remove the ball. There are going to be 3 rollers on the inside of the mouse. They will get buildup of dust and *dead skin* and other dirt caked around them. This is what causes the mouse to stop working. You can take a toothpick and break away the rings of dust that go around the rollers. When that is done, you put the ball back in and put the retainer ring back in place. The mouse should work fine.

Laser: Theres a little hole where the optical sensor is located. With a cotton swab dipped in rubbing alcohol, lightly dab it until it looks clean and clear of dust and any other contaminents.

If you are using a mouse pad with a lot of colors or pictures, the laser might be confused. Try using a solid colored mouse pad. I used to have that same problem and it worked for me.
