There's no such thing as "pure evil" nor "pure good"... otherwise the person would have to do EVERYTHING in an evil manner... or be "good" 24/7... not logical.
Each person's karma is their own issue. You can try to dissuade them from acts you know will cause them or others harm and suffering, but you can only do so much. It's unkind to gloat over someone's karma coming to fruition.

Remember that we cannot account for any Previous Life Karma which could be affecting this current situation. However, his current life's misdeeds are very Obvious,,, for which he must Atone,,,eventually. This is the basic Law of Karma,,,Accountability for one's Actions,,,Cause and Effect,,,,Yin Yang,,,,Newtonian Physics,,,etc.
