The government will always procure product through contracts. What you would need to do it determine when the bid for that contract is available. Sometimes they may have multiple contacts to cover different items (i.e. produce, electronics...). You will need to create a proposal to include your bid for based on their requirements and present it to them. If you have any business classifications or a GSA schedule, then you may have a better change of winning, because the government gets kickback form working with certain business types(small-business/disadvantaged business) and buying certain products. If you don't know what GSA or 8(a) means, then you don't have the qualifications that would help you. You could certainly do the research to determine what you qualify for, but you would probably miss a bid. Contracts will usually go out to bid in the summer, since September is the end of the fiscal year for the government.

Finally, one last thing: PX's are on army posts (Post Exchange), BX's are on air force and naval bases (Base exchange)

the military is required to "contract" at least 40% of its merchandise purchases to local or small business enterprise if possible. the truth of the matter is that most areas that the military operates in don't have 40% civilian interest so there are considerably fewer than 40% civilian products passing through Uncle Sam's warehouse. in order to sale to the government, you will of course have to offer all of the insurances, pay your taxes and be an equal opportunity employer. if you are native american, minority, or female, you fall into another desired pool that is more of a national pull. if you are all of the above or combinations of them, you have the greatest chance of being selected. the product that you sell must be warranteed (or at least quality controlled) and the only other thing you need is (not a friend on the inside) actually just some perseverance and luck. go to the organization that you want to work with and ask for the manager or commanding officer. then ask to become an approved vendor. follow up with all of the people that you are told to follow up with and don't be ashamed of small beginnings. the best way in is often to offer something that is wanted at a price that is fair to a customer that has permission to buy from you (many gas stations are contracted for this very purpose). try starting with the county, or state level first to set a precedent. the state national guard is a department of the army and is much easier to confront and much less intimidating. you probably know or work/live with or near someone that is a "weekend" warrior and can get you to those that have the permission to help you. the supply sargeant is always a great place to start.

Selling the military is unlike selling to civilian stores. The route is very strange indeed. I would strongly recommend you find a "military broker" company to represent your products to the various branches like AAFES (Army Air Force Exchange Services-Dallas Texas) or Navy 32nd street (San Diego) or Canteen in Richmond VA.

Go on line and Google Military Brokers. I personally like Overseas Sales in Fla.

I would suggest you go to your local small business administration and gather all the information they have on doing business with the government.

That will give you many ideas and resources to start with. Then, get in contact with companies already doing business and offer your services or products as a sub-contractor. This is a great way to learn the ins and outs, and get your foot in the door to bid on future contracts for services or products.
