Definitely Road Runner. RR basically disappears when he runs. Speedy Gonzales is much slower. Road Runner is the champ.

You have to go with Roadrunner, based on stride length.
I would like to think the Pink Panther could really move, when he is not hawking insulation, or smoking.
You are right... when properly motivated by luncheon meat or Scooby Snacks, both Scooby and Shaggy can fly.
