Yes..they are both a liquid. And whenever you use milk instead of water it is a bit more rich & creamy. I have actually used orange juice instead of milk to give it a more citrus flavor. I agree that baking is a science but it does allow for a bit of flexibility. You have to keep the solid to liquid ratios in check but go all out with flavor combos.

I have never tried to sub water for milk nut I say anything jiffy is going to turn out bad no matter what you do!

Yes. I use milk in the corn muffin mix too. The flavor is better with milk especially with add ins such as fruit. With the corn muffins I add chili's and cheese for mexican cornbread. Everybody loves it.
