My friend is going bald and keeps his head shaved, but he has started having issues with shave bumps and ingrown hairs. He is wondering if laser hair removal would be an option for him.

Laser hair removal is very safe on the head and I have seen people get treated successfully on that area. The attached site has providers that specialize in that procedure.

Yes it is. He can also use a depilatory creme to remove the hair at the root and it will not grow back for around 3 weeks.
The problem is he shaving does not get to the root of the problem. I do not recommend NEET or NAIR because these are too harsh for heads. Besides they are for the legs. See a beauty specialist or cosmetologist for more details. I am a Master Barber and I know there are quite a few products for removing hair at the root without causing bumps.

Yes, it works on scalp hair. The problem is that it has to be repeated more times than other places on the body to be completely effective.
