If you are an ordained cleric you could make Holy Water. Christ gave the ability to cast out demons (which is part of the ritual to create the water) to his disciples and their priestly line.

There is nothing in the Holy Bible that supports or encourages the idea that a human being can make water holy.

Mortal man can't. They just like to believe they can and make others believe they can. Sad.

Mortal man asks God, who does it.
Same thing with the marriage pronouncement. The mortal man does not do it, but pronounces that God has done it.
Same thing with priests hearing confession. Mortal man pronounces absolution because God has done it (Mortal man is there to examine the penitent for contrition and confession; keeps us honest).

You boil the "Hell" out of it.
It's holy water then.
