exactly what are you talking about? bike lanes? bike paths? not sure what you mean...

does anybody deserve anything? I suppose the only answer would be that if you are following the rules, then yes. if not, then no.

Yes.

As governments are trying to do something about CO2 emission and earth warming.

Many cities, (citizens) gain a lot when bicycles are used instead of cars, but to get people to cycle, certain things must be done. Look at Denmark, Holland, Germany, etc. Cycling is growing because it is made easier and safer.

So to encourage the use of bicycles as an alternative bikes lanes, cycle tracks are a must, as cycling parking facilities, and other measures.

Also, cyclist have to learn to comply with regulations and gain pedestrians and motorist respects.

I think that youre asking about a seperate bike lane, or raised/barred from motor vehicle traffic.

well, conceptually that would be a good thing, but it most likely would improve safety to a point. then again, theres always a pissed off motorist that would be too impatient to sit in traffic and would hop into the bike lane. believe me, this happens way too often..

also, I believe that the average bicycle rider needs to learn a bit about traffic laws. I've seen too many that think its okay to roll through stop signs, cut off pedestrians and pass cars downhills.

furthermore, there have been times where conceptually the safety measure that is put into place somehow never meets the desired effect. some examples:

I think that the due diligence for all of us who cycle is to think ahead of what could occur when riding, know you road rules and lastly know how to operate your machine (bike) to maneuver around anything in the way.

A sidewalk cycle track is supposed to provide cyclists with safety. Most cyclists I have seen cycle in the road anyway with traffic which is a big problem for me because I have a job as a driver.

So no, they do not deserve cycle tracks because they don't use the things anyway.

well yes in same way that as a pedestrian i deserve paths and as a road user I deserve roads. But if you mean should we use them than that depends whether theyre crap or not. id rather cycle on road than be taking miles out way on puncture laden poorly designed "cycle tracks", on the other hand there are some brilliant new cycle paths in countryside that are well designed and thought out and i use them .

Yes, and they deserve medals too. More money should be spent on encouraging people to use this form of transport.

Not the way the majority of them ride around no. I have them coming up on the right hand side, the left hand side when I am driving. If they scratch my car - they don't have insurance to pay for the damage. They take it upon themselves to ride on the pavement when they see fit - imagine if I drove my car up on the pavement!. They rarely use lights and wear reflective clothing. They are deluded in thinking they are saving the planet by taking to two wheels - they are so smug. Ban them.
