Language is the verbalization of ideas and concepts
If one has better language skills, it is assumed to be an indication of higher levels of abstract thought.
Creativity is highly dependent upon the ability to think in abstract terms.
But creativity is not dependent only upon language skills.
Conclusion:
Most people with good language skills are creative.
But
Not all creative geniuses have good language skills

Yeah, it's weird that you post this under engineering.
Well, there are different types of intelligence. Language requires linguistic intelligence. Linguistic intellengce offers ability in expressing ideas, which is a platform for Creativity.

I believe it has more to do with its culture, the geography and its history. Language as a device to writing and speaking etc. may only affect creativity with the richness of its vocabulary. This is my opinion ofcourse.

do you mean logic vs creativity?
i'm not sure if there's a relationship between them. all i know is that the left hemisphere of your brain deals with more of the logic situations and the right hemisphere deals with the creative things.
i heard somewhere that left-handed people tend to be more creative than right-handed people. how true that is, i'm uncertain....
