Confused...?

Curious if someone could tell me the difference here. I live in the State of Texas, they allow horse race betting, dog race betting, NASCAR better and have over a dozen lotery type games that are played through the week as well as Scratch off games. What I don't understand is this: Why do they outlaw Casinos in Texas? What's the difference?

Lottery and all the other betting you named is a game of chance. They don't consider it Gambling and I think it's BS too.
