my bird likes to wiggle its neck?

Question

i have a pigeon, actually its all white. I found it one day outside and it came in the house. When i put my fingers out, it puts its beak between my fingers and wiggles its neck. why?

you shouldn't take in wild birds, i think it's cruel to take them out of their environment unless they're in immediate danger. You also shouldn't own an animal unless u have done some research on it
