No. Large mma promotions such as the UFC are regulated by state athletic commissions. In the mid-90's there were far fewer rules. See if you can find a video of Keith Hackney v. Joe Son. The subject of your question happened in this fight. Then it happened again... and again... and again...

Definitely no. No set of rules have I ever seen allowed that. If you wanna see what most states allow go to your local athletic commissioners website. If your state allows mma then it will have its rules on there site
