Chuck is such an effective striker because of his accuracy, footwork, and supreme counterpunching ability. It doesn't take a devestating blow to knock someone out, just enough power in the right spot will do the same. If you'll notice, Chuck is always working toward a strike to the chin of his opponents. Excellent place to score a KO. People like cro cop and tyson have incredible striking ability but in much different ways, though i think Mirko is not only powerful but also very accurate and the best of the 3 mentioned.
The key to having power while not looking like it would do much like Chuck does is this. When counterpunching his opponent is moving toward him as he's striking back adding momentum to the blow. Also, a great striker incorporates 'the snap' into their strikes. This is much like snapping a towel, it adds significant striking power if learned properly.

I'd say a few things, but not many of them have anything to do specifically with his ability to strike...
First off...Liddell is great at defending the takedown. He knows how and when to sprawl and how push himself back up onto his feet if he gets taken down. Few would consider this a trait of good striking, but when Liddell is able to keep the fight on his feet where he's comfortable, he gives himself that much more of an advantage (especially against a grappler).
Second...Liddell has a solid chin. He's been knocked down by Guy Mezger only to turn the the fight around and knock out Mezger moments later. A guy who isn't afraid to take hits is always a tough opponent.
Last, but definitely not least, Liddell is confident in his skills...Any boxer or kickboxer could easily say that Liddell's techniques aren't solid or clean, but he uses them (looping punches and all) and keeps moving forward. You mentioned Mike Tyson and in Tyson's prime his major strength wasn't just his knockout power, but the constant pressure he put on an opponent. Liddell is in many ways the same. As long as you play his game and let him keep coming at you, he'll get you sooner or later. The only fighters I've seen interrupt Liddell's rhythm are Randy Couture and Quinton Jackson, so it shows that he's accustomed to this gameplan and knows how to execute it well.
Chuck's kickboxing record is 20 and 2 with 16 knockouts. He's grabbed heavyweight titles in the USMPA, WKA, and two national kickboxing titles.

Here is why I think Chuck is such an effective striker.
1. He has good footwork. Hes able to side step and create angles for his strikes.
2. Hes accurate. When he sees an opening he hits it dead on.
3. Hes got knockout power. At any point in a fight with Chuck it can be one and done. He sees an opening and capitalizes on it.
4. He stays on his feat. He rearly gets taken down and he knows that hes best on his feat and he keeps his fights there.
5. Hes unorthodox. He throws looping punches that come at his opponants from awkward angles and locations. Its hard to deal with someone like that.
6. Hes patient. Its not too often you see him deviate from his gameplan, hes very composed.
As for his kickboxing record I have no idea.

1. He was a collegate wrestler so he has the ability to not be taken down and when he is taken down he has the ability to stand back up. He is also taller than most at LHW which gives him reach. He has large heavy hands which aids his power. He is always relaxed, hence the name Iceman (yes that is where the nickname came from, not that he puts his opponents to sleep as the UFC has misrepresented numerous times. His trainer, John Hackleman, told Chuck years ago that he must have ice running through his veins).
2. I don't know that he actively competed in kickboxing.

above all would be his patience...he is a counter puncher and waits for that perfect opportunity to strike! Chuck also comes at opponents from unexpected angles! Also he has widely looping punches that build excellent momentum! many say he is a wild puncher throwing punches at random but that is not so. Widely looped punches are his technique and his overhand is killer...the momentum he builds and his heavy hands create a hard, powerful punch!

Everyone heres full of ****, the guys just punches harder then most people on the planet. Its just a gift, you can go out and practice everyday, but you won't be punching like him. And he has the experience to set up his punches and kicks probably because he has been doing some form of martial arts since his youth.

My humble opinion is that Mr. Liddell has a great amount of patience, and he always does his fight. He wont frustrated trying to fight somebody elses fight. He stays with his game plan at all times. That put together with an unorthodox style of striking.
