If you have windows 98, there is no point in upgrading to a newer operating system. Doing so will only slow down your computer.
Your best bet would be to just buy a new computer or even a used computer off ebay. They are rather cheap these days.

If all you are going to do is surf, email, word, and once in a while download, then go to any of the discount stores (Sams, Best Buy, etc) and get a new computer for a few hundred dollars. You havent mentioned any specific requirements so stay with the basic.

You buy a could by a copy of XP and install on you're computer if it's up to it Microsoft say min specs for XP are 64 meg ram 233 meg processor but it'll run like a snail you really need at least 256 meg ram and 800 meg processor to get anything like decent speed out of it otherwise I'm afraid it's a new computer

Yes do try the free, reliable and up to date LINUX operating systems. Once one of these is installed, you gain access to thousands of free programs created by the open source community. Start with UBUNTU or XUBUNTU if your computer has less than 256MB of RAM.
You can also do a dual boot with 98.

if you're so cheap that you have 98 still, buy something from a used/refurb shop. you can find plenty of them online and they come with windows xp for real cheap. pcretro.com is an example.
