I have used the following in various forms:

"We've had some laughs together but it's time to quit pretending our friendship will develop into a long term relationship. It's you not me. I don't think you feel anything for me except friendship and you just don't know how to tell me. But I don't even think what we have could be called a friendship really. Instead of stringing someone along, you should have the maturity to be open and honest with that person. But apparently you do not have those kind of skills. but fortunately for you I do! It was fun while it lasted but I really don't see us being more than passing aquaintances from this point forward. I hope you have a great life and find someone whom you can open up to. "

nice. sorta painful to hear. if you were telling a chick that she'd prolly burst into tears and call you a jerk. and a dude would prolly be flabbergasted to hear what you really feal about it, but its truthful. shoot, tell it like it is.

No, not the best verbiage.
That is finger-pointing, at best, and will cause him to defend himself.
"To be honest, I want to be fair to myself and fair to you. Therefore, I think that we should extinguish our relationship due to non-growth. I thought that we could have developed, but it has staled - maybe we are both to blame.
I feel that it is time to move forward with our individual lives and pursue those things - whether it is career, hobbies, goals, personal satisfaction, etc. - that which makes us happiest.
We have shared a few good times and I will keep those to reflect on.
I wish you well."

That's all you need to say. Us men, we need answers.
For you to say that you should move forward, without an answer - it's like coals of fire - ambiguity.
The fact that he doesn't deserve to know why you're switching directions will kill him.
Unless, you want to attack him - I'd say go this route..
