You don't need to bring a gift - but it is a very nice gesture to do it. Even something small like a potted plant or a bottle of wine as congratulations. You could bring something small and keep it in your purse then if you feel comfortable give it, or if not, forget about it or give it when you get a moment alone with them.

you could bring a small gift of congrats to them like a cute office set or a bottle of wine or something geared otwards the friend.

You could send flowers, I noticed in SIngapore this was a very common event with lovely boquets of flowers been sent from suppliers and well wishers.
It wouldn't harm taking them something, especially as they are a friend. Lunch would be nice ;o)
