Not normally. Freeware is determined by the company that produces it. Take Windows for example, IF you can find it, you would still have to buy Windows 98 because Microsoft still owns the license and charges for the software.

Not likely. The core of the program is probably still in the new version and that's probably why the old version does not become freeware.
