I just bought a video card with DVI-I output. I want to hook it up to my HDTV. Both HDMI ports are used on my HDTV so I want to use one of the component video inputs if I can. Can I use a DVI to component video cable to hook up my computer to my HDTV?

I know the component video is an analog signal and DVI is digital but since its a DVI-I that means it can output an analog signal through the DVI-I port right?

Yes. If the video card you bought outputs DVI in analog then you should be able to hookup your computer to your HDTV via a DVI-I to component video cable.
