I think the quote is "politics is the art of the possible."

Politics at the time of the statement meant the process of public goverment, rather than just the scurrilous business of getting elected. It is easy in these times to forget that, after any election is over, the government must somehow persuade all the stakeholders into cooperating with their program. Unless they can do this, nothing can be changed.

Power is a funny thing. When you use it well, your power grows compared to that of other officeholders. This is why many politicians spend most of their time making sure nobody else accomplishes anything, and that is why the United States is in such trouble.

The vast majority of elected people in the US are simply trying to prevent anybody from increasing their relative power base. To do this they must prevent any other person or party from achieving their agenda, not because they agree or disagree but because they are protecting their turf.

These are not Republicans or Democrats; they are Cripps and Bloods who wear suits and have PACs.

For politics to work the practitioners must be concerned with what is possible to achieve. A successful politician in such a climate will only overcome the inertia of the incumbents by getting a majority to "yes." He or she must find a way to make that consent possible.

Generally in politics the work involved is convincing other people that your answer is the best one or the right one. So in some ways anything is possible as long as you can convince enough people to go along with it.
