you can't. a child like that is deeply unfortunate, and i think the best thing to do is
a) ignore the behavior and eventually she'll get bored because you don't react

b) let your parents deal with her, because if you fight, it will be YOUR fault, trust me i have a little brother of my own

c) if that doesn't work, try to involve her in something that you'll both enjoy, like a favorite board game, or you can go to the park or things like that.

the bottom line is, if you don't let on that she's annoying you, it'll stop, mainly because it's not entertaining if you don't get angry. good luck!

She might be annoying you because she wants to be with you and the only way she can get attention from you is to annoy you.
Try an experiment with her. A few times a week do something with her that she likes to do. Some positive activity where she feels she is getting good attention from you (it doesnt have to be a long thing, even if its only an hour each time that should help).
By giving her some positive attention she will feel you care about her and most likely stop the annoying stuff. If she does still try to annoy you remind her that you liked spending that fun time with her but that by her annoying you it makes you not want to do it. Then ask her to stop annoying you so you can look forward to having more fun time with her. Let her see you care but that you need your space too sometimes.

You can't keep her from being annoying--I'm pretty sure you were a pain in the butt at that age too. Set aside some time to spend with your sister--as the big sister I'm sure she looks up to you.
