try to defragment it, it might solve your problem.

Sounds like he probably just deleted a folder or a selection of folders, rather than using the uninstall option...
Assuming you have windows XP, and that you have the install disc, I would recommend running the repair console. Boot your computer from the CD, and select the repair option, which will reinstall windows and repair any errors with the operating system.
If you don't know how to do this, its time to call in a favour froma nerdy friend who can do it for you.

First of all, you have to figure out which kind of Windows you are running (XP, 2000, 98, 95, etc.)
I assume XP,
SO
click start menu on the bottom left hand corner of the screen,
click search
click all files and folders
and type in Sim City.
You should find it from there.
If not,
find control panel,
click add/remove programs,
and find Sim City from there.

Sounds like you have a bad shortcut.
Find where Sim City installed itself on your hard drive and run the executable from there. If that works, right click it and then send to desktop

Well you can re-start the computer and choose a system restore point. Next time you should unstall the program instead of deleting it. Or you could just buy a mac and throw that piece in the trash.

it got uninstalled from the hard drive but is still in your registry you may need to format your computer. but there is another way go to control panel then to administraative tools then to local security policy then tolocal policies then tosecurity options the fith one from the bottom should say shutdown: clear virtual memory pagefile if that deosnt work email me at whatever-dude@sbcglobal.net anllyou with remote assistance to try something more complecated that has to work

Most painless way would be to go back to a restore point before he tried the removal. Then remove it through the uninstall facility. Yourself. Properly.

Bizarro. Just uninstall the viewer.
Alissa's on crack. Defrag has nothing to do with it! :)
Try reinstalling the game then uninstall it again to make sure it got done right. Yeah, the xp repair wouldn't hurt either.
