It depends ... what do the rules in your state say?

Out here, we drive around them. If they are being directed across the roadway by someone, a driver can always call the local police and have the person cited if they had no legal reason to have the livestock crossing the road.

Right of way or not, the damage to my vehicle will outweigh my desire ot be in the right.

I live and work in an area where livestock frequently gets out and obstructs the roadway, but I have yet to come across an instance of anyone herding any domesticated animals across the roadway.

NONE! If there is an animal in the road stop you car. If you continue on, so does everyone behind you - which causes a hazard. As soon as a LARGE animal is spotted ina roadway - stop and call police. If someone is trying to "herd" the animal and you are capable - get out and help damnit! Believe me it's NOT easy. I've had to herd a cow before on a two-lane highway and out of the 10 cars that went by, only one guy stopped and helped! wtf. It wasn't my cow either, it was my neighbors. Thats what they are supposed to do , help each other. Don't stick ur nose in the air.

and of course the neighbor that is a constant bother 300 points!
