"Chill bumps" or "goosebumps" are cause by tiny muscles attached to the root of the hair which, when cold, contract and make the hair stand on end. This is a primitive attempt to keep the person warm. That's where the little bump comes from - the tiny muscle contraction. There is just not enough hair on the face for this to happen.
