There are a number of books giving construction information for turbo jets. Kurt Schreckling's is probably the best known. Buy one of the model jet magazines. Plenty of info there.

Have a look for clips from the TV programme Scrapheap Challenge. They built a jet propelled buggy using a truck turbocharger and some steel fabrications. It worked as well.

First accumulate a LOT of money. Then buy VERY expensive manufacturing tools. Then hire knowledgeable people to help you. Several million dollars later, you'll have an engine that you could have bought off the shelf for 1/10 or less of your expenditure.
