I finally talked to her today but all i did was smile and say Hi. How do i approach her and let her know how I feel? I don't think she has a boyfriend but I don't know for sure. I Think I should be friends with her before I tell her I like her. What do I say to her to break the ice and get a friendly conversation started?

Women don't like to get trapped in a date when they first meet someone. Try asking her if she might like to go out for a soda at the student union, if you have one, or just ask if she'd like to take a walk with you after class. It's tough being shy, but I watched too many nice women walk out of my life without doing anything to initiate a conversation. Now, I just come right out and ask them if they would like to do something like I just suggested. It's innocent and gives them a way out if they get uncomfortable. Go for it. What's the worst that can happen?

No don't ask her out just yet.
1.) do some research - find out what she likes, what kind of person she is, what are here intrest.
2.) Introduce your self - be kind, polite, smile and be your self
3.) get to know her - up date your self in her intrest and ask her how everything is going, hows she is doing, what are her plans and so on
4.) get to know her friends if possibel
5.) take her out - if she wants to get some lunch, take a walk or just hang out some day
6.) the rest is up to you - ask her out when you guys have a good relationship and at this point you will kind of know or have an idea if you likes you or not.

If you find a good history question, you could ask her for help, then you could keep talking to her, either right then, or every class. Then just try to find things that you two have in common, so that you can start to spend time together

don't rush! take it slow. if you really like her, you'll give her a little space. start a good friendship. talk to her a little. then after a while of good friendship, make a little bit of moves. not too much. your on your own now. talk later.

how do you like her.... i mean if u havent really talked to her, how do you know? so yeah get to know her first then decide if you like her....just go up to her and ask if and when she ever wants to go out...
