You can. Just about anybody can get certified to perform weddings. There are a ton of web sites that will certify you. Usually you just pay a fee, although some make you actually "take a class" by reading a page or two. You should know, a lot of people don't view certificaitons of that type as legit. It is completely legal though. Be sure to search for a site with state ceritification. As long as that type of certification is okay with your friend, you are good to go.

They could always have a civil service at the couthouse and a private service with you anyway they want.

I think in at least one state (maybe Idaho) anyone can legally perform a wedding. Not sure that is right. Had a professor who went to a state with that ability to do a marriage years ago.

You can get ordained online for i think 20 bucks or so. If its non-demoninatonal its even easier to get ordained online. Id use nice poetry or a quote. Use something they like in the precedings as well. If they have a favorite movie, or book-quote it :) Good luck!
