If you paid by credit card, dispute the amount with your credit card company. If you paid with PayPal, I believe that they also have a way of disputing payment.

If you sent a check or money order, about your only recourse is to file a small claims lawsuit. You can also go to the auction website (eBay, Yahoo, whoever you were using) and file a complaint about the person that was selling, although from what I've heard, they aren't really very helpful at getting peoples money back.

Check the auction site's FAQ page. They may offer a way to help you. People who sell on these sites agree to provide the items by a certain time and should be reported if they don't. The site most likely can help you get your money back. I'd also contact the seller and see what's going on. He might have sent it and it got lost or he forgot. Hope you get your item soon. Good luck.

Did the seller give you a shipment tracking number from US Postal Service or United Parcel Service? You can track the shipment online at their website. Did you pay for shipping insurance? You might be able to make a claim with the shipping company if your seller gives you the paperwork.

If you used PayPal to pay for your item on say, eBay, you may have buyer protection. Go to the Help tab and type in Buyer Protection.

If you have the name and address of the seller, go online and try to look up the seller's telephone number.

I've been victimized by the occasional unethical seller, but half the time it's the shipper. One time a package arrived in the mail 61 days after it was postmarked and shipped from about 250 miles away!

File the Item Not Received with the site. Next time make sure you pay with a credit card as you can do a chargeback.
