Most men? No. A lot of men, sure. Just how common it is would be pretty difficult to say, but my guess would be that maybe 20% of men like to spank women - that is, put them over their knee and administer repeated swats, as against the occasional passing slap to to the rear which most men will do now and then.
Is it cool? Well, I think so, and so do most of the girls I've spanked - though of course we aren't necessarily the most reliable witnesses. Weird? No, just a bit kinky. As for why - any number of reasons. I don't think most of us guys do spank women but for those that do or like to it is a consensual act. A little foreplay if I were going to spank my girlfriend or wife it would be bare bottom with her panties down around her ankles with a full length mirror so she could watch my hand hitting her bare bottom.
