100% of society is sheep herding sheep, everyone afraid to step out of line for fear of persecution and clinging onto a false sense of security by being part of the herd.

Are you talking "sheep" as in "The sheep on his right, the goats on his left"?

If this is the case, I don't know that you can define it in terms of a "percentage". It is each person's choice to follow Christ or not. If for some reason an entire generation decides to be evil (as in Noah's day), I don't think that God will just save them because He has a quota percentage to meet. I really don't think God grades on a curve. Either you qualify by accepting & following Jesus Christ, or else you don't. It could be 80% or it could be just 20%. It really depends on your heart.
