Is it possible, she just thinks she has to go, because of the effects of being in heat?

Blockage happens to male cats mostly, but it can happen to females too. It is caused of crystals blocking the urethra and the cat must go to the vet to put a catheter in within hours.
Female cats often get urinary tract infections, which can cause them to try to pee when they have no pee, but also it can cause blockage. So go to a good vet ASAP and feed her urinary formula or Hill's c/d, canned food, not dry. And she will need antibiotics if she has an infection, but first the vet must collect a urine sample to make an analysis.

Let me guess. She's meowing as she tried to urinate, nothing comes out. Maybe you've caught her peeing somewhere other than the litter box? She's also meowing even when she isn't trying to urinate?
Get her to the vet, she could be experiencing Crystals in her bowel or bladder. Picture Kidney Stones in a human. This is caused by a high level of magnesium or ash in a cat's diet. A really bad cause of this is tuna juice. I know, we all think it's good for the cats and they like it. Well, you may like pop and chocolate, but it isn't good for you, either.
She will need to have a special diet, you'll need to increase her water intake, as well. And please understand this, she could die- IF this is crystals.

call a vet immediately. It is very painful for them and like the previous answerer said, they could have blockage, which would mean besides taking her to the vet to get the problem fixed now, you have to get special food. My male cat gets blockages and the vet always says 'bring him in right now". They consider it an 'emergency'.

It sounds very much like your cat maybe suffering from a Urinary Tract Infection.
She should be seen by a Vet ASAP..a URI is not something that should be left untreated...it will NOT get better on it's own.
Good luck, I hope kitty feels better soon.

It could just be that she is irritated down there from being in heat and that when she pees, it burns. If she continues, you might want to take her to the vet and have her examined. She could have problems with her kidneys, bladder, or her urinary tract. Cats have been known to have urinary tract infections, and since she is in heat, it is easier for her to get one.
